CEL, English schools in Vancouver and San Diego

CEL has taught English to adults from around the world since 1981, in classes of 7 students on average. Here is who they are, how they teach, what sets them apart, and the two centres we offer.

Who is CEL?

CEL (College of English Language) is a network of English schools that, according to its official website, remains a family business. It was born in San Diego in 1981; a campus in Santa Monica (Los Angeles) opened in 2009, a second San Diego campus, in Pacific Beach, in 2015, and Vancouver joined the network in 2024.

Its stated mission: to offer quality English teaching and cultural enrichment to students pursuing personal, professional or academic goals, in a human-sized school where everyone feels at home.

We offer two centres: Vancouver (Canada) and San Diego, Pacific Beach (United States). The official website states that in 2025 the two San Diego sites came together in a new campus; our catalogue keeps the Pacific Beach centre for now.

How they teach

CEL is built on an integrated-skills approach: you speak, listen, read and write, with the emphasis on communication and practical use of the language. Classes average 7 students, 12 at most, so that everyone speaks every day and receives personalised feedback.

In Vancouver, the school stresses interactive classes where you speak from the first day, real-life scenarios (ordering a coffee, an interview, a presentation), individual correction and weekly assessments to measure progress.

The core programme is General English, from beginner to advanced level, with a course start every Monday. In the catalogue: in Vancouver, General English at 20 and 28 lessons per week; in San Diego, General English at 20 to 28 lessons per week, depending on the type of visa sought.

What sets CEL apart

  • Deliberately small classes. 7 students on average, 12 at most, where the school says that many Vancouver schools have 15 to 17.
  • An international mix. According to the official website, more than 50 nationalities each year across the network (more than 40 in Vancouver).
  • Recognised accreditations. In San Diego, the CEA (Commission on English Language Program Accreditation), recognised by the US Department of Education, with the maximum term of 10 years according to the school. In Vancouver, Languages Canada, the PTIRU and British Columbia’s EQA.
  • Places that make the experience. Surf, beach and a Californian atmosphere in Pacific Beach; waterfront, Stanley Park and Granville Island in Vancouver, with optional activities.

Its programmes, and who they are for

For adults: General English (several intensities), and, according to the official website, options such as career English, Cambridge exam preparation, TOEFL (San Diego) or private lessons. In San Diego, there are also academic English courses, surfing, volunteering and pathway programmes to US higher education.

Age: in San Diego (Pacific Beach), the catalogue courses can be booked from age 16. In Vancouver, the official website states 16 and over, but the Synergee catalogue sets no minimum age for these courses. In Vancouver, the website also specifies that the programmes do not qualify for the Post-Graduation Work Permit (PGWPP).
